1. Background
1.1. Devolution:
Devolution is decentralisation and differs from delegation in that the authority and responsibility is transferred on a permanent basis. Those to whom the authority and responsibility has been devolved are fully accountable for their actions.
1.2. Criteria for Successful Devolution
Devolution, or delegation, should only take place when:
· the new working arrangements are going to be more effective and provide increased benefits for those receiving the service;
· the necessary resources, in terms of personal skills and knowledge etc, are in place so as to ensure provision of the service at an acceptable level;
· all those involved understand clearly and are fully committed to achieving what is expected; compliance cannot be a substitute for commitment.
2 Devolved Functions
2.1 Responsibility for the following functions has been devolved from the Provincial Secretariat to the Assistant Provincial Grand Master for a specific District:
· Lodge 50th
· Lodge 150th
· Personal 50th
· Personal 60ths
· Banner Dedications
· Bible Dedications

2.4 The Provincial Grand Secretary is responsible for providing the Provincial Deputation.
2.5 The Assistant Provincial Grand Master is responsible for all other aspects of the celebration / ceremony.
He will to be supported in the activities organised within his District by his District Secretary and other members of his District Team.
3 Part Devolved Functions:
3.1 When the Provincial Grand Master, and / or the Deputy Provincial Grand Master, is / are involved, the Provincial Grand Secretary will take overall responsibility for the administrative arrangements.
3.2 However, the Assistant Provincial Grand Master is responsible, within a particular time frame [usually three weeks before the event], for sending the following information to the Provincial Grand Secretary for onward transmission to the Provincial Grand Master, and / or the Deputy Provincial Grand Master,
Drafts / bullet points of speeches and toast responses, as appropriate.
CVs of District / Lodge Members attending, as appropriate.
Précis of the history of the Lodge.
